Beginning with the
selection of the condominium association's 4 officers in January
2010, the 5-member board of directors generally always had at least
3 active deviant members who conspired to engage in the
foregoing felony stalking & hostile environment harassment, and at
least 2 passive deviant members who were groomed to remain
passive. Of the 3 active deviant members of the board of
directors, there were 1 "deviant leader" & 2 "deviant followers".
Since 2016, when the
Department of
Housing & Urban Development (HUD)
published its
Final Rule as
to the
liability & civil penalties
(presently
$22,000-$109,000)
that can be assessed
against the board of
directors
(i.e., against
the condominium owners)
and its
management company,
the composition of the board, i.e., the faces, have changed by
reason of unit sales, resignations & deaths.
Even so, the
aforementioned "deviant leader" has been reappointed to the board of
directors, and in the process has been handed access to electronic
monitoring equipment throughout the building & grounds (as described
at the outset, above). This, notwithstanding years of felony
stalking and hostile environment harassment. In the process, the
"deviant followers" are not presently members of the board of
directors.
